I due teatri di guerra nei quali sono impegnati gli Stati Uniti - Afghanistan e Iraq - hanno sollevato diversi problemi di ordine tattico e strategico. Buona parte di questi sono riconducibili alle tradizionali sfide poste dal fenomeno delle small wars : i metodi non-convenzionali del più debole, l’insurrezione, la guerriglia e il terrorismo. Di fronte a queste sfide, la american way of war e la "trasformazione in military affairs "in which they committed the United States have not given good evidence of efficacy.

The European Council last December 11 to 12 approved the document for the revision of the European Security Strategy of 2003. This step , although overshadowed by the financial crisis and the "climate package" represents a major effort in the process of developing a strategic vision of the EU which is consistent with the transformations the international scene. The Policy Brief analyzes the new text explaining the limits and the new developments.
